VELARIUM
Velarium is the place where decisions are made in Orendon.
No production takes place here, no labor is carried, and no weight is visible.
Velarium exists to decide.
The city is built at elevation, not for defense but for separation. Its distance from below is intentional, both physical and mental. Those who live here do not experience the burden of Ordo; they only encounter its results. Velarium remains apart from the rest of Orendon by design.
The nobles reside in Velarium. Nobility here is not merely a title, but a function within the system. Not every noble governs, and no decision is made by a single individual alone. The city operates through councils and balances. There are three primary decision-makers, surrounded by lesser houses, advisors, and enforcers. Responsibility is distributed not to dilute control, but to maintain it.
Velarium’s order appears calm. Streets are clean, structures are stable, and noise is minimal. There is no need for urgency here. In Velarium, outcomes are achieved through waiting rather than force. Patience is not considered a virtue; it is a requirement. Those who act hastily are rarely acknowledged.
Black Square stands at the center of Velarium. It was once an ordinary gathering place before it became a permanent mark in Orendon’s history. After the events that occurred there, Velarium altered the way it governs. Decisions became more controlled, more internal, and more restrained. The square remains in use, but now serves as a reminder rather than a forum.
Information does not move freely in Velarium. Knowledge is layered and regulated. Who knows what, when they learn it, and how much they are allowed to access is carefully managed. Misinformation is rare; incomplete information is common. This is not a flaw, but a feature of the system.
Velarium depends on Ordo, and does not deny it. However, this dependence is treated as an accepted condition rather than a debt. Velarium continues because Ordo carries its weight; Ordo endures because of Velarium’s decisions. The balance remains intact because both sides understand it.
Leaving Velarium is possible. Returning is difficult. Not all who are born here remain. Some are sent away, some are removed, and some depart by choice. Being summoned back to Velarium, however, is rarely a favorable outcome.
Velarium is not the conscience of Orendon.
It is its will.
